ISF filing & AMS filing for sea freight to America (United States)

For sea freight bound for the United States, two separate pre‑departure filings usually apply: ISF filing (Importer Security Filing, “10+2”) and AMS filing (Automated Manifest System). ISF is submitted by the importer (or its agent); AMS is the carrier/NVOCC’s electronic manifest. Filing **on time, before loading at the foreign port**reduces customs risk and keeps cargo moving.

What is ISF filing and when is it due?

ISF (Importer Security Filing) applies to ocean shipments entering the United States. CBP requires ISF to be submitted no later than 24 hours before cargo is loaded aboard the vessel at the foreign port. The ISF Importer (importer of record) or an authorized agent files it; late or missing ISFs may trigger penalties, added inspections, and delays.

The ISF filing data elements

For entries and FTZ deliveries, 19 CFR 149.3 lists the 10 core elements (e.g., seller, buyer, importer‑of‑record number, consignee number, manufacturer/supplier, ship‑to party, country of origin, HTSUS number (6‑digit min.), container stuffing location, consolidator/stuffer). For transit scenarios (FROB, IE, T&E), the ISF‑5 set applies (e.g., booking party, foreign port of unlading, place of delivery, ship‑to party, HTSUS).

What happens if you don’t comply?

CBP may increase inspections, delay cargo, and issue liquidated‑damages claims—commonly $5,000 per violation for late, inaccurate, or incomplete ISFs. Carriers also enforce documentation cut‑offs; if you miss them, containers may simply not be loaded.

ISF vs. AMS — the quick difference

  • Purpose: ISF = importer security data; AMS = carrier/NVOCC manifest.

  • Filer: ISF by importer/agent; AMS by carrier/NVOCC.

  • Ocean deadline: both before foreign‑port loading (ISF: 24h pre‑load; AMS: manifest 24h pre‑load).

  • Consequences: ISF → liquidated damages / exams; AMS → no‑load / arrival delays.

  2. Verzamel ISF‑gegevens vroegtijdig: zeker fabrikant/leverancier, ship‑to, HTSUS‑codes, stuffing location en consolidator.

  3. Plan op 24‑uurs‑momenten: ISF ≥24u voor lading; AMS‑manifest 24u voor lading.

  4. Controleer data‑kwaliteit: onjuistheden kunnen boetes en inspecties uitlokken.
